New Technologies

As the leading European exchange organisation and provider of market infrastructure, Deutsche Börse Group develops modern IT solutions and offers services for the financial industry worldwide. Deutsche Börse's IT infrastructure is at the heart of the company. After all, not only the regulated markets that we organise are based on IT, but also the regulated services that ensure the functioning of these markets: Market data, stock exchange indices, clearing, securities custody, etc.

We were already pioneering in the electronisation of trading in the 1990s. It is one of Deutsche Börse Group´s objetives to continue to ensure transparency, stability and protection of investors in the future as well. That is why we only use new technologies when they are mature and work.

A sustainable orientation of the financial industry is closely linked to the further development of the real economy.

At the same time, a functioning cooperation between politics and business is necessary, especially to increase the social acceptance of new technologies. Deutsche Börse has a special role to play here because it enjoys the trust of the participants in the capital market.

It is therefore important that technological progress and the associated opportunities  - such as efficiency gains, innovation and flexibility - do not unfold unregulated and thus potentially entail significant risks for market integrity, financial stability and consumer protection.

Clear, proportionate and consistent rules are needed that promote confidence in the new technology and ensure supervisory powers to take corrective action and clearly assign responsibility in the event of misconduct.

Considering the implications of new technologies on competitiveness, stability and integrity of financial markets, we are committed to remain at the forefront of the digital regulatory debate to support the EU´s Digital Single Market. We see the current regulatory developments at EU and Member State´s level, as well as the technical evolution in the industry, as an opportunity to ensure that existing and future markets continue to be organised in a secure and transparent manner - with increased flexibility and efficiency.

Regarding new technologies, we are currently working with Cloud technology, Distributed Ledger Technology (DLT)/Blockchain, Artificial Intelligence (AI) as well as automation of processes.

We use these technologies in a rather gradual, granular and tested manner, hence continuing to guarantee transparency, stability and investor protection at all times. 

Regulatory initiatives

DBG is following the respective regulatory developments closely on international, European and Member States level, and remains actively engaged in the political process. For example, we welcome the European Commission´s Digital Finance Package, which aims to further enhance the “Digital Single Market”.


Digital Finance Package

The European Commission has published its Digital Finance Package on the 24th of September 2020 explaining how the Commission is supporting the digital transition in Europe and how it wants to create the regulatory framework for innovation. A timely regulatory framework is welcomed by DBG, as it would help to develop innovative services. The full text can be accessed here.
